Company Overview

Strategic Technical Services, LLC, dba Strategic Tech Solutions (STS) is a small business specializing in Digital PLM Solutions, Model Based Systems Engineering, Custom Software Development expertise, Cloud Services, Data Engineering and Cybersecurity advisory services for a variety of federal and commercial customers. As our customer base evolved over the past decade, our support has become increasingly solutions-oriented, as opposed to isolated services. We are experts in PTC Windchill (WC) implementation and support, including Windchill Quality Solutions (WQS) to support Product Lifecycle Management solutions.

From our offices in Carmel, Indiana we manage a network of team members throughout the US that are positioned to provide either on-site or remote support. Our current customers extend from the Washington DC area to a selection of international customers and include some of the nation’s leading Aerospace and Defense entities.

Our Team

Swamy Senthil is a successful serial entrepreneur and investor in tech-businesses. Through his Swasen Ventures, he has successfully incubated several emerging technologies to solve complex digital transformation challenges, spearheading Product Lifecycle Management and Model Based Systems Engineering solutions.

A Ph.D. from prestigious Indian Institute of Technology, (IIT) Madras, Swamy is a thought leader in Enterprise Software Applications and Data Science / Architecture. His track record of building high-performing teams and delivering outstanding results makes him a highly sought-after mentor and business leader.

Swamy has provided consulting advice to several corporate C-suites on strategic direction and technology roadmap. He believes in building strong collaborative environments where each member contributes to the betterment of others and the community.

As the CEO of Strategic Technology Solutions (STS), Swamy is dedicated to fostering his latest acquisition to become synonymous with digital-innovation empowerment in design and manufacturing, both within the public and private sectors.

Richard J. Castellano is the Sr. Vice President of Strategy at STS, responsible for Operations and Corporate Strategy.

Richard has had a distinguished career spanning over three decades at Lockheed Martin, showcasing exceptional financial acumen and strategic vision. He held various pivotal roles, including Finance Director of Lockheed’s Space division, Deputy CFO of a joint venture, and CFO of Lockheed Martin Transportation & Security Solutions, where he tripled its revenue across three sectors. Later, as CFO of Lockheed Martin Global Solutions, he led the company’s expansion into international markets.
After retiring from Lockheed, Richard pursued a successful consulting career, aiding companies like TCS during its acquisition by Com Tech. He then became COO/CFO, and later, CEO of Strategic Technical Services, eventually overseeing its successful sale in November 2022.

Castellano’s academic background includes an undergraduate degree from The Ohio State University and an MBA in International Business from the University of Maryland University College, highlighting his commitment to lifelong learning and excellence.

Venky Ragotham, as Director of Technology Operations at STS LLC, leads the strategy, execution, and governance of enterprise technology operations, ensuring scalable, efficient, and compliant delivery across customer programs. He oversees operational frameworks spanning ERP, delivery platforms, contracts, and financial operations, with a strong focus on process optimization, execution discipline, and alignment with STS’s strategic growth objectives. Venky also plays a key role in strengthening customer engagement models, ensuring operational excellence, service quality, and sustaining customer satisfaction.

Before joining STS, Venky had an extensive career at Verizon, where he served as an Information Technology Manager. During his tenure there, he played a critical role in managing several high-profile initiatives including large-scale data migration projects to streamline company information architecture and development of software solutions tailored to support internal business units.

In addition to his professional experience, Venky holds two advanced degrees from Stevens Institute of Technology: a master’s in business management and a master’s in information systems.

Cory VanGundy is Vice President of Strategic Accounts at Strategic Tech Solutions (STS), where he helps organizations accelerate innovation through Product Lifecycle Management (PLM), Model-Based Systems Engineering (MBSE), digital engineering, cloud, data, and custom software solutions. He works closely with executive stakeholders to align technology investments with business objectives and build long-term strategic partnerships.

A technology services leader with more than 25 years of experience, Cory has spent his career helping organizations navigate complex business and technology challenges. His background spans strategic account leadership, business development, professional services, global program delivery, and large-scale enterprise transformation initiatives. He has led cross-functional teams, developed high-growth service offerings, and managed programs supporting clients across multiple industries and international markets.

Known for his collaborative leadership style and customer-first mindset, Cory excels at bringing together business and technology teams to solve complex challenges, identify new opportunities, and deliver measurable outcomes. A graduate of Florida State University, he is passionate about connecting people, ideas, and technology to help organizations achieve lasting business results.

Patrick Lauer brings 15 years of financial management experience spanning both government and commercial sectors. Serving as Controller at STS, he oversees all financial and treasury operations with a focus on driving growth and maximizing value. Throughout his career he has optimized business operations by building scalable processes, implementing control frameworks and developing high-performing teams.

His background also includes public accounting, technology-based companies and government contractors. In previous roles, Patrick served as Controller for private equity portfolio companies, where he led the accounting function while supporting M&A transactions and post-acquisition integrations.

Patrick holds an MS in Finance from Northeastern University and is a licensed CPA. Outside of work he enjoys the outdoors, sports and spending time with his family.
